Waves of Change plan of action is divided into 5 engagement and project management areas:

1. Literature review, ethics and stakeholder analysis

2. Ocean Literacy database of resources

3. Engagement

4. Dissemination and science communication

5. General project management (admin, finance, data management)

These 5 project areas have specific targeted goals, whose successful achievement will maximise engagement.
